Who holds the money?

What happens when someone proposes an investment?
The proposal opens for voting with the group's threshold — majority by default. Members vote from their own accounts, each vote is recorded by name, and when the ballot passes the treasury executes it. Rejected proposals never touch the money.
How do payouts work?
